CAPITAL INVESTMENT IMMIGRATION PLAN (CIIP)

The CIIP is Vanuatu’s newest program, launched in 2023. the program aims to offer Vanuatu citizenship to foreign investors whilst contributing a portion of investment towards Government approved development sectors. 

The program is designed with families in mind and is priced in a way that accommodates families. The price of the program is the same for a single applicant up to a family of four. 

The program is also highly attractive compared to other CBI programs around the world as it features an investment component that is redeemable after 5 years. 

Core Citizenship is partnered with the Vanuatu Future Fund, which has a substantial stake in Vanuatu Basket, which is the largest copra producer in the country and has acquired PRV, a significant agricultural asset that has large coconut plantations and livestock. This acquisition has allowed Vanuatu Basket to vertically integrate copra production, which in turn has provided favourable returns to Future Fund Investors since the fund’s inception in 2023.

The Future Fund also has a commercial development project underway, 

DEVELOPMENT SUPPORT PROGRAM (DSP)

The DSP was the first launched Vanuatu citizenship by investment program, first launched in 2017 is a straight donation to the Vanuatu government. 

The program is now more suited to single applicants or married couples with a cheaper up front cost than the CIIP for these two applicant types.

Part 1: FIU, Interpol and Immigration Due Dilligence

The first stage of the citizenship application process is the probity check and due diligence from three Vanuatu Departments - The Financial Intelligence Unit, Vanuatu's Interpol Office and the Department of Immigration.

This process requires the following information/documents from applicants:

  • Full name
  • Gender
  • Place and country of birth
  • Martial Status
  • Permanent Address
  • Current Adress (if different from permanent address)
  • Certified copy of Passport
  • Certified copy of Driver's Licence/National ID
  • CV/Resume including education, background and employment/business history
  • Family tree of immediate family (parents, siblings, spouse, children)
  • Police clearance showing no criminal record from state of origin. Also from any countries of residence lived in for more than one year in the past 10 years
  • Payment of USD $5000 fee (non refundable)

Please note that the full application fee is only payable upon successful approval of part one.

Timeframe: Up to 14 working days

Part 2: Full Document Submission

The part of the application process is the full document submission to the Vanuatu Citizenship's Office and Commission. The following documents are required:

  • Copy of approval letters from FIU, Interpol and Immigration
  • Copy of medical certificate (not older than 12 months)
  • Certified copy of birth certificate
  • Certified copy of asset report (current assets, liabilities, income) which shows source of funds
  • Declaration of how income and Assets generated (Employment, Business, Investment, Family or Other- must specify)
  • Proof of current residential address (Utility bill, Bank letter, Bank Statement)
  • The Citizenship Office may request additional information - for example articles of incorporation for business by which income or assets were generated
  • Payment of full application fee

Timeframe: Subject to approval at a scheduled Citizenship Commission. Variable but typically held every 2-3 weeks 

Approval from Citizenship Commission and Issuing of Citizenship Certificate

Upon consideration by the Citizenship Commission if the applicant is deemed a suitable candidate for Vanuatu Citizenship, their application will be approved and they will receive a Vanuatu Citizenship Certificate

Part 3: Obtaining the Vanuatu Passport

Due to recent changes to the regulations, it is now a requirement to travel to Vanuatu to complete the necessary steps to be issued with a Vanuatu passport. These steps include:

  • Obtaining local equivalent of birth certificate
  • Obtaining Vanuatu national ID
  • Having biometrics taken by the Department of Immigration 

Once these steps have been completed the Department of Immigration will print and issue the new passport. 

Timeframe: subject to the applicant's ability to travel to Vanuatu

  • Married Couple: USD $150,000
  • Married Couple + 1 Dependent Child: USD $165,000
  • Married Couple + 2 Dependent Children: USD $180,000
  • Additional Dependent: USD $10,000

  • Single Applicant: USD $115,000+ USD $50,000
  • Married Couple: USD $115,000+ USD $50,000
  • Married Couple & 1 Dependent Child: USD $115,000+ USD $50,000
  • Married Couple & 2 Dependent Children: USD $115,000+ USD $50,000
  • Additional Dependent: USD $25,000
