Vanuatu citizenship applications must be done through a designated agent. Core Citizenship is licenced to process applications of the Development Support Program (DSP) and is partnered with the Vanuatu Future to process Fund applications through the Capital Investment Immigration Plan (CIIP)
Which program you apply depends on your specific goals and immediate requirements. For single applicants and married couples, the DSP will have cheaper upfront costs and therefore may be more suitable. For families with children the CIIP will likely be the better choice as the program is cheaper upfront and more so upon return of the investment component.
For those who are uninterested in the investment component, the DSP will be the better choice.
Regardless of which program you choose, the process and speed of application process is very similar.
Vanuatu citizenship is available to citizens of most countries in the world except for countries sanctioned by the United Nations as at 2026: Central African Republic, Democratic Republic of the Congo, Eritrea, Guinea-Bissau, Iran, Iraq, Lebanon, Libya, Mali, North Korea, Somalia, South Sudan, Sudan and Yemen.
Applicants must pass Vanuatu’s due diligence/probity process. Applicants should also confirm that their current country of citizenship recognizes dual citizenship or has other concessions.
The citizenship application process can be done entirely remotely, where upon successful application a certificate of Vanuatu citizenship is issued.
However, to obtain the physical Vanuatu passport, recent regulatory changes now require applicants to travel to Vanuatu to obtain local equivalents of birth certificates, national ID and to have their biometrics taken.
An additional dependent is typically a child over the ages of 18-25 who resides with or is dependent on the principal applicant or a parent over the age of 50 who resides with the principal applicant. Exceptions to these age brackets can be permitted if justified and properly explained to the Vanuatu Citizenship Office and Commission.

The program you choose will heavily depend on your own personal circumstances. The upfront costs of the DSP program are less for individuals and married couples or those who do not wish to wait 5 years to redeem the investment component of the CIIP. Applicants wishing to include children will likely find better value in investing in the CIIP. The CIIP is also more suitable for those who are happy to wait the 5-year period and receive a potential return on the investment component.
